James R. Layton Joins Tueth, Keeney, Cooper, Mohan & Jackstadt, P.C., as Of Counsel
Tueth Keeney is pleased to announce that James R. ("Jim") Layton, former Solicitor General of Missouri, has joined the Firm as Of Counsel. Jim was Missouri’s Solicitor General for Attorney General Chris Koster’s terms. Jim served under Attorney General Jay Nixon for more than 14 years.
While in the Missouri Attorney General’s Office, Jim argued three cases in the United States Supreme Court, 92 in the Missouri Supreme Court, and 100 in other state and federal appellate courts on behalf of the State. He worked extensively on matters involving constitutional, administrative and election law; state education law; and state taxation. He represented the State in many notable cases, including challenges to Missouri’s death penalty and execution protocol, public school transfer and funding statutes, redistricting, and campaign contribution limits.
Prior to coming to Missouri, Jim was an Assistant United States Attorney, worked at Vinson & Elkins in Washington, D.C., and served as a clerk to Judge Daniel Friedman for the United States Court of Appeals for the Federal Circuit.
